Are there certain cigarette brands not switching to fire safety

Most popular cigarette brands are switching to being fire-safe.
It is not a chemical that is used to do this, however. It is simply a less
porous material that is rolled with the paper so that if someone isn't
smoking the cigarette, it won't get enough air & will go out.
There are currently 21 states that require or will require all cigarettes
sold to be fire-safe. A list of those states can be found here: http://stateline.org/live/details/story?contentId=228784 The only cigarettes I know of personally that have not instated this are American Spirits & Mavericks.
